Community Development Block Grant Program (CDBG)

The City of Manhattan is an entitlement community under the Community Development Block Grant (CDBG) Program. Each year, the City receives approximately $550,000 from the U.S. Department of Housing and Urban Development (HUD) to support low- and moderate-income individuals and families.

Emergency Solutions Grant (ESG)

The City of Manhattan serves as a pass-through for federal ESG funding. The Kansas Housing Resources Corporation (KHRC) awards the City of Manhattan approximately $150,000 each year, which local social service agencies use to support individuals or families experiencing homelessness. Historically, the Manhattan Emergency Shelter, Inc. and The Crisis Center, Inc. have been the two agencies to consistently receive ESG funds.
